Accessing AXF Task List Gets Java.net.MalformedURLException: Unknown Protocol: T3 (Doc ID 2281477.1)

Symptoms

After upgrading WebCenter Content: Imaging to version 11.1.1.9, the following error is returned in the WebCenter Content: Imaging logs when accessing the AXF Tasklist from EBS:

oracle.bpel.services.workflow.client.WorkflowServiceClientException: java.net.MalformedURLException: unknown protocol: t3 , caused by unknown protocol: t3
  at oracle.bpel.services.workflow.query.client.AbstractDOMTaskQueryServiceClient.authenticate(AbstractDOMTaskQueryServiceClient.java:226)

The test connection works fine.  This environment is using the latest patchset for Imaging.
