Symptoms

A customer has a number of other sites but fails in IE for one site only.

For example:

APEX  5.1.0.00.45 - SEARCH button does not function after upgrade of APEX from 5.0.0.00.31 to 5.1.0.00.45.

The login page for APEX does not display the icons properly, or has issues with JQuery functionality.

Enabling Debug on Internet Explorer (Tools -> F12 Developer Tools, Then retry SEARCH) shows the following error on the page under the Console tab:
Errors: Object Does not support property or Method bind

On the Emulation tab the Document Mode shows something other than IE 11 or Edge
** The Browser Profile will also affect the choices for Document Mode. For example, if the Browser Profile is set to Enterprise, the default / highest document mode available is IE 8.
