Unable to Start Servers After WebLogic Upgrade to 12.2.1.x (Doc ID 2281987.1)

Symptoms

After upgrading WebLogic from 10.3.6.x to 12.2.1.x, any server in the domain won't start. Start of the Admin Server just hangs and a thread dump shows the following for the thread in charge of the Server initialization
