"ORA-00942: table or view does not exist" When Changing the Security Store to Oracle Database Store (Doc ID 2282065.1)

Symptoms

Receiving error when attempting to change the WebCenter Portal 11.1.1.8.8 Security Store from LDAP to Oracle Database:

JPS-10000: There was an internal error in the policy store.
Error occurred while migrating database based policy store.

In the AdminServer-diagnostic.log, the following error is displayed:
