ResourceBundle Error in Log for Custom Challenge Questions (Doc ID 2282920.1)

Symptoms

After adding custom challenge questions in the password policy, the user logs in first time/ uses password reset page, the challenge questions are provided but the MissingResourceException error messages for the questions are thrown in the OIM Server Logs.
