Configuration Wizard Fails While Creating a Domain for Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) on Top of WLS 12c and Got the Error: No such file or directory (Doc ID 2285046.1)

Symptoms

After installing Oracle Access Manager 11g R2PS3 (OAM 11.1.2.3) successfully then trying to start the configuration Wizard for creating an OAM domain on top of WebLogic 12c (12.2.1.2.0) using jdk-8u121-linux-x64 and Oracle DB 12.1.0.2, the script config.sh is not getting invoked to start the configuration wizard and it failed with the error below:
