Unable to Set the Activation State to True for the Application "wsm-pm" (Doc ID 2285860.1)

Symptoms

The state of the webservices-manager application "wsm-pm" remains in New state and does not change to Active . This can be confirmed from the Weblogic Console deployments section.
 
In the Weblogic server logfile there is the below error

<Error> <Deployer> <BEA-149231> <Unable to set the activation state to true for the application "wsm-pm".
weblogic.application.ModuleException: java.lang.NoSuchMethodError: org.apache.xerces.impl.xs.XMLSchemaLoader.loadGrammar([Lorg/apache/xerces/xni/parser/XMLInputSource;)V
