Overlay patch for bug 21119215 causes error during deployment when using JACC (Doc ID 2286576.1)

Symptoms

On WLS 12.1.3.0.0 version, PSU 12.1.3.0.160719 has been applied.

Applying overlay patch 21119215 on such installation causes application to fail with below error when attempted to start from console, causing state to go to failed and exception "trying to access a method which requires [OPEN] but the current state is: IN_SERVICE" is thrown.

Due to this issue, users cannot deploy more JASPIC enabled applications.
