When Running the WFR Verifier Client Error "The underlying provider failed on Open" Occurs (Doc ID 2288624.1)

Symptoms

When Verifier is run on a separate workstation, it generates the following error:

Brainware.System.DAL.DAException ---> The underlying provider failed on Open. ---> A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: SQL Network Interface, error: 26 - Error locating Server/Instance Specified)

The Verifier client located on the WFR Application Server is working fine.  All OCR components are installed and the path is configured as an environment variable.

New Verifier installation on a separate client workstation.
