ODSEE - Can Not Create DS instance by DSCC

Symptoms
Not able to create a new DS instance using the DSCC after new patch installed.
The following error message was output to the DSCC console when this problem occurred.
ERROR: java.lang.NullPointerException
It was observed in the error log of the Web server on which DSCC was deployed has the following output.
