Symptoms
While trying to add an OWSM policy using the WS Policy section of the WebLogic console, the clicking of the tab on the page shows the following error:
An unexpected error condition has been detected.
In the server log, the following is seen:
<Error> <netuix> <BEA-423405> <An exception [com.sun.xml.ws.util.ServiceConfigurationError: weblogic.wsee.jaxws.owsm.SecurityPolicyList: Provider oracle.wsm.agent.handler.wls.SecurityPolicyListImpl is specified in jar:file:/$FMW_HOME/oracle_common/modules/oracle.wsm.agent.wls/wsm-agent-wls.jar!/META-INF/services/weblogic.wsee.jaxws.owsm.SecurityPolicyList but not found] was thrown while rendering the content at [null].>
