SpacesUnauthorizedException Importing the WebCenter Portal application

Symptoms
When importing the WebCenter Portal application using Fusion Middleware Control,
the following error is returned:

STEPS
The issue can be reproduced at will with the following steps:
- Export the WebCenter Portal application to an Archive.
- Access the Fusion Middleware Control as an administrator user.
- Navigate to the home page for WebCenter Portal.
- From the WebCenter Portal menu, select Application Export and export to an ear file.
- Access the Fusion Middleware Control as an administrator user.
- Import the WebCenter Portal application to another instance.
- Access the Fusion Middleware Control as an administrator user.
- Navigate to the home page for WebCenter Portal.
- From the WebCenter Portal menu, select Application Import and import the ear file.
