The following error occurs during the configuration of WebLogic domain and its associated resources using the WLST scripts

<BEA-141191> <The prepare phase of the configuration update failed with an exception.
weblogic.descriptor.DescriptorValidateException:

The same used to work on WLS 12.1.3 but fails on WLS 12.2.1 versions.

The managed servers were down when running the WLST script for resource creation.

However, in 12.1.3, the WLST installer code used to succeed even when the managed servers are down .
