Symptoms

Loading directly against the Sites node, the Support Tools home page renders fine and shows version latest version 4.4, but missing all the coloring and styling.

Via Chrome > Developer Tools > Network tab, see that the request for the Support Tools css was returning 404.  The 404 request was:
