While applying a Patch Set Update (PSU) for WebLogic Server 12.1.3, (July 2017 release or newer) there is a conflict with Patch 18974665:

If continuing, patch(es) [ 18974665, 25388793, 25869659 ] will be rolled back and the new
Patch [ 25869659 ] will be installed.

Analysis:

• 25388793 and 25869659 are the WLS PSUs, this conflict is explained in <Note 2294585.1> and solution is to rollback April PSU and apply July (or later) PSU
  
  
• 18974665 is a separate patch seen on this environment, and normally need to check for and request a new overlay patch.
  
  
• Searching for <Patch 18974665> results in "Details for Patch 18974665 not found". No overlay is possible without an existing patch to begin with.

Changes

 This is initially seen when applying July 2017 released PSU 12.1.3.0.170718, but is suspected to occur on any future PSU.

This happens frequently with Enterprise Manager Cloud Control 13c, as the 18974665 is installed automatically, and then a PSU is desired.
