Using CacheManager.setPagesByArg() to Flush Pages Fails to Clear the Cache. (Doc ID 2298618.1)

Symptoms

Trying to use CacheManager.setPagesByArg(),  to flush pages by arguments. So, the function would be called like the following:

However, this does not clear the cache even though it is similar to the steps in "How To Flush The Pagelet Page Cache through API" (Doc ID 2121566.1).
