Error 'Policy Store Error: Error in a subsystem. Create Failed: CreateBase is null.' Occurs when Modifying Document Security in an Existing Application within WebCenter Content: Imaging (Doc ID 2299117.1)

Symptoms

When adding a user or group to Document Security in the WebCenter Content: Imaging client to an existing application with security already assigned, the following Error is returned:

"Policy Store Error: Error in a subsystem. Create Failed: CreateBase is null."

There are no further errors in either the log files or the Java Console.
