WebCenter Forms Recognition Runtime Service Manager Is Unable Start (Doc ID 2300179.1)

When attempting to restart a WebCenter Forms Recognition (WFR) Run-time Server (RTS) Instance, this error appears:

"The system cannot find the file specified.

Runtime Service could not start due to above error. MMC will not be displayed.

Press any key to continue . ."

A Windows Update was applied to OS of the server prompting a reboot to complete the configuration of the patch.
