There appears to be an issue with 301/302 redirects in WCS for redirects going to pages with special characters in their URL.

For example a page with the following URL path, /test/línk:

Setup a 301 redirect on the asset:
URL: https://{hostname}/test/test/test.aspx
Redirect To: https://{hostname}/test/lÃ%Ank
