Getting "Not Registered for Active Data" When Moving Between Tabs of panelTabbed component (Doc ID 2301069.1)

In ADF application with af:panelTabbed component when navigating between af:showDetailItem tabs application returns the following error:

java.lang.IllegalStateException: ADF_FACES-60003:Component with ID: pt1:cb1 not registered for Active Data.

Removing duplicated adf-adfm-config and setting changeEventPolicy="none" does not help.
