WebLogic Rolled Back Transaction Related Message Doesn't Show Up In IBM MQ Backout Queue

Information in this document applies to any platform.
Why MQ message is not visible in backout queue after rollback from WebLogic until WebLogic process is killed.
This only happen happens in edge case scenario when failed transaction is last transaction and there is no more successful transaction after that rolled back transaction.
