Blank Search In Catalog is Not Returning Data Due to New CATALOG.DISABLE_BLANK_SEARCH System Property (Doc ID 2309667.1)

Versions impacted: OIM all versions and OIM Bundle Patch and higher bundle patches for OIM release.

Doing a blank search in catalog starting OIM Bundle Patch or OIM 12c/ release is not is not returning any results. Instead following UI message is displayed:

The issue can be reproduced with the following steps:
1. Apply July OIM Patch (OIM or use OIM
2. Login to OIM UI
3. While creating a request, do a blank search on catalog and not results will be returned with the UI message "No data to display".
