WebCenter Portal Content Manager Task Flow Not Allowing Duplicate File Names

Symptoms
Using 'Content Manager' task flow in WebCenter Portal 12.2.1.2, if you upload a file with the same name it returns an error 'An item with the specified name already exists'. It also has Error 'metadata errors occurred while attempting to upload the file'. Expecting the duplicate file to be renamed to "Copy of <filename>" like it behaves in the CS native UI.
No related error message in WebCenter Portal logs, but UCM_server1-diagnostic.log shows:
