Popup Components and Table Do Not Render or Work Properly in Chrome 61 (and Later)

Symptoms
Popups
Some ADF components render some kind of popup, like af:inputDate's date-picker or af:popup. In Chrome 61 (or later) this popup is not being rendered correctly when component is at the bottom of the page and user has to scroll down.
The popup is rendered in a totally different place in the page from where it should normally be, or disappears or is not rendered at all.
Prior versions of Chrome render the popup correctly.
Table
In a table sorting for af:column does not work in Chrome 61 (or later) if you need to scroll to make the table visible.
