Unable To Apply WSS Token Policy To the GenericSoapPort In WCC 12c (Doc ID 2314825.1)

Symptoms

On WebCenter Content 12c, when attempting to attach a policy to the GenericSoapPort the following error occurs:


The issue can be reproduced by following the steps described in the <Note 1456506.1>:
     Setting up GenericSoapService in UCM 11g (11.1.1.6 and beyond) to Use WS-Security (Doc ID 1456506.1)

Due to this issue, users cannot save policy changes in Enterprise Manager -> UCM_server1 -> Deployments -> UCM Web Services -> GenericSoapPort
