OUD11g - Setting "idle-lockout-interval" Locks EUS Database Related Users (Doc ID 2316359.1)

Symptoms

When modifying the password policy parameter idle-lockout-interval for any OUD user (having this password policy) that is connecting to the EUS Database, error returned:

ORA-28043: invalid bind credentials for DB-OID connection

 and in the OUD access log:

[23/Nov/2016:04:37:08 -0800] BIND RES conn=101 op=1 msgID=2 result=49
authFailureID=197128 authFailureReason="Rejecting a bind request for user
cn={ORCL_SID},cn=OracleContext,dc={BASE_DN},dc=com because the account has been
locked after remaining idle for too long" etime=1
