This note explains best practice steps for adding a DbAdapter connection pool. This note used the same environment/setup as outlined in:

NOTE:2316938.1 - Setting Up DBAdapter Testcase - Technology Adapters 12c (12.2.1.3)

Key finding in this note is that when creating a new db adapter outbound connection you do NOT need to restart servers. You do need to update the DbAdapter application.
