Symptoms
When attempting to connect to Node Manager via WLST using nmConnect, the following error occurs after Node Manager is FIPS Enabled.
The issue was reproduced at will with the following steps:
1. Start wlst
<ORACLE_HOME>\oracle_common\common\bin\wlst.cmd
2. Connect to node manager using
nmConnect('<node manager admin user>','<password>','<listen address>','<port>','<domain name>','<domain home path>','SSL')
3. Error occurs.

An attempt was made to enable Node Manager for FIPS when started by a Windows Service.
