Getting Blank Pages in OIM Sysadmin Console Import And Export After Upgrading OIM From 11gR2 PS3 To 12.2.1.3 (Doc ID 2320728.1)

Symptoms

After upgrading an 11.1.2.3/R2PS3 to OIM 12.2.1.3, opening Import or Export links in sysadmin console does not render and opens a blank page.  Using the Java Console on the client PC, following http error is seen:

Note, OIM UI is rendered using a OHS front web server.
