WFR Verifier Error "Using demo license since time stamp in the license file is invalid" When Opening a Batch

Symptoms
When using the WebCenter Forms Recognition (WFR) Verifier thick client and opening a batch, the following message is displayed:
Using demo license since time stamp in the license file is invalid.
Important note: please be aware that if Verifier is running in the Demo mode, only one instance of Verifier can open a batch of the batch root. All the other attempts to access this batch root will be denied.

The user is allowed to continue processing the batch. When releasing the batch, there is another message displayed:
Attempt to create a new shared license file failed. Cannot create new shared license file "C:\Program Files\Oracle\WebCenter Forms Recognition\License\Runtime.lic"
and:
License validation failed. Time stamp section invalid.
and:
Error in field validation:
License validation failed. Time stamp section invalid. Please check the script for class <>.
License validation failed. Time stamp section invalid. Please check the script for class <>.
