Reassigned Certification Task Name Does Not Show That Task Was Assigned to A Proxy User (Doc ID 2321839.1)

Symptoms

When a certification is re-assigned and the re-assigned reviewer has a proxy, the task name does not have the proxy details but shows the original user which it was reassigned.
