Oracle Identity Manager (OIM) 11g and Oracle Identity Governance (OIG) 12c: Notifications are Not Sent From User Messaging Service (UMS) With Errors in OIM (Doc ID 2322266.1)

Symptoms

When OIM is using UMS for notifications, the notifications are not being sent and there are errors in the OIM diagnostic log with "Error while invoking endpoint "http://host:port/ucs/messaging/webservice" from client;" and "UMS Webservice URL is invalid. Exact error: Client received SOAP Fault from server : arguments cannot be null: namespace=SDPM, name=StatusListener, value=null".  These errors may or may not be associated with corresponding warnings in the Service Object Architecture (SOA) diagnostic logs.
