When OIM is using UMS for notifications, the notifications are not being sent and there are errors in the OIM diagnostic log with "Error while invoking endpoint "http://host:port/ucs/messaging/webservice" from client;" and "UMS Webservice URL is invalid. Exact error: Client received SOAP Fault from server : arguments cannot be null: namespace=SDPM, name=StatusListener, value=null".  These errors may or may not be associated with corresponding warnings in the Service Object Architecture (SOA) diagnostic logs.
