OUD11g - Unable to Search/Modify User Entries Containing Special Characters Such as Grave Accents After Upgrade to R2PS3

Symptoms
After OUD 11gR2PS3 Upgrade, unable to search/modify user profile having special characters.
Noticed that these users have special characters in their cn, for example:
Seeing the authentication failures, search issues, and unable to modify users due to this issue. For example, in the OUD access we see an error:
