OUD11g - Unable to Search/Modify User Entries Containing Special Characters Such as Grave Accents After Upgrade to R2PS3 (Doc ID 2322367.1)

Symptoms

After OUD 11gR2PS3 Upgrade, unable to search/modify user profile having special characters.

Noticed that these users have special characters in their cn, for example:

"cn=NOMBRE BAÑOS APELLIDO,ou=people,dc=<SUFFIX_DN>"

Seeing the authentication failures, search issues, and unable to modify users due to this issue.  For example, in the OUD access we see an error:

[18/Apr/2019:00:57:03 +0200] SEARCH RES conn=13 op=286852 msgID=286853 result=32 message="The search base entry '"cn=NOMBRE BAÑOS APELLIDO,ou=people,dc=<SUFFIX_DN>' does not exist" nentries=0 etime=0

Changes

 Upgraded from PS2 to PS3 BP01
