On WebLogic Server 12c, using the OPatch utility to apply a Patch Set Update (PSU), when an error occurs:

Backup libraries to be regenerated failed with error message "null"

OPatch logs with full error stack:

- It appears that the patch is in fact being applied to the server.

- This problem only occurs on Windows and cannot be reproduced on Linux.

- The problem occurs only when a previous PSU is in place before the new PSU is applied.
