Symptoms

When using the Upgrade Assistant (UA) to upgrade the Oracle Data Integrator (ODI) 12.2.1.3.0 repositories, UA fails as it attempts to connect to the database with the following error:

It is expected the Upgrade Assistant (UA) would connect to the database without issues and continue with the upgrade wizard.
