Symptoms

Receiving a SERVICE_NOT_AVAILABLE from Firebase/GCM when trying to register app for push notifications. Log shows:

GCMBasedIntentService: handleRegistration: registrationId = null, error = SERVICE_NOT_AVAILABLE, unregistered = null
GCMBasedIntentService: Registration error: SERVICE_NOT_AVAILABLE
System.out: [SEVERE - oracle.adfmf.framework - AdfmfGCMIntentService - sendErrorToJavascript] Error registering for receiving push notifications. Error ID returned from GMC is SERVICE_NOT_AVAILABLE
