OWB 11.2.0.4 is running from a 11.2.0.4 database ORACLE_HOME which is different than the Oracle 12.1 database ORACLE_HOME.

While starting OWB Control Center Service, following error occurs in Control Center Log file located in <OWB_HOME>/owb/log directory:
