Retrieving Repository Data While Using the ODI Config Tool Results in "CFGFWK-64219: Failed To Bind The Schema Component Data"

Symptoms

When running the Fusion Middleware Configuration Tool to modify an Oracle Data Integrator (ODI) 12.2.1.3 installation, the tool requires the ODI repository information. The user can either select the option to pull the repository data from the database service tables automatically ("Get RCU"), or manually enter it into the wizard. In either case, an error is displayed in the wizard status panel.

At the Database Configuration Type screen, the "Get RCU" configuration errors with:

CFGFWK-62419: Failed to bind the schema component data. Error message:
ONS configuration failed.

Manual configuration fails with a similar message:

CFGFWK-64216: Data source ONS configuration failed connection test failed.
Error message: ONS configuration failed.

The tool is launched via the $ODI_HOME\oracle_common\common\bin\config.cmd script.

There is more information pertaining to the error when using the debug logging flags. For example: config.sh -log=config.log -log_priority=debug
