OHS Component is Failing to Start After Fresh Installation with "Error: getMachine() failed" (Doc ID 2333283.1)

Symptoms

When attempting to start OHS after a fresh installation, it fails with error, "Error: getMachine() failed. Do dumpStack() to see details"

The issue can be reproduced at will with the following steps:
1. Ran silent scripts to install binaries for OHS
2. Ran pack/unpack in OHS home
