Can the WEC Client Installation be Moved to a Location Available for All Users? (Doc ID 2334867.1)

Goal

 The binaries of the client are installed under C:\Users\<username>\AppData\Local\Oracle\Capture.  Can the client binaries be moved out of the users directory for all to use?
