TMSYSEVT Does Not Output System Event Message on Japanese Environment (Doc ID 2335683.1)

Symptoms

When using TMSYSEVT as output method is userlog, it does not output event message correctly on Japanese environment.

If LANG=C, if Server process died, following message can be seen in ULOG, but if LANG=ja_JP.eucJP,ja_JP.SJIS or ja_JP-UTF-8, the problem does not output.
