Error Installing Tuxedo 12.1.1.0.0 Patch On Windows Says Tuxedo Services Running But They Are Not (Doc ID 2336523.1)

Tuxedo 12.1.1 64 bits with VS2012 installed on Windows 2008 R2 *64 bits OS) , PeopleSoft 8.54, WebLogic 12.1.2.0.8

Uninstalled existing RP066 patch

ProcMgr V12.1.1.0_VS2012 (tuxipc.exe) and Tlisten (slisten.exe) Windows Services (and corresponding processes) shutdown.

Trying to install RP089.exe getting the following pop-up error window:

Tried uninstalling Tuxedo 12.1.1, reboot platform,re-install Tuxedo 12.1.1, but still get error when trying to install RP089.

RP066.exe is able to re-install without an error.

All other similar windows platforms successfully install the RP089 patch.
