Symptoms

Tuxedo 12.1.3 VS2012 64bit RP100 on Windows 2012 R2 (64bits), PeopleSoft HR92

PeopleSoft App Server Configuration:
Domain Connection Password set to non-blank value.
Web Server Configuration:
Domain Password left blank intentionally to test new feature
psappsrv.cfg:
Add to PATH=C:\MyApps\Tools\Bin
