Using GenericSOAPService In Outbound Endpoint Throws It Is Not Registered With The Assembly. (Doc ID 2337476.1)

Symptoms

Using GenericSOAPService in Outbound Endpoint throws it is not registered with the assembly.

Then HL7 message didn't send to provider's web service. That is critical because we can't complete flows.

When we fire a lot of message sometime didn't throw this error.
