On RHEL 5, HTTP Server Instance was upgraded from 12.1.3 to 12.2.1.3

The nodemanager starts successfully but the OHS instance fails to start .

There are no meaningful errors in nodemanager or ohs log which makes it difficult to determine the root cause of the issue

The instance was upgraded from 12.1.3.0.0 to 12.2.1.3
