Tuxedo 12.1.3 Opatch Install Failed With Error : Prerequisite Check "CheckPatchApplicableOnCurrentPlatform" (Doc ID 2338634.1)

Symptoms

Windows 2012 R2 x64 , Tuxedo 12.1.3 64 bits using VS2012 (also known as, Visual Studio 2012, or .Net 2012)

open cmd window with tuxadmin user profile.
set TUXDIR=/path/to/directory\tuxedo12130\tuxedo12.1.3.0.0_VS2012
set ORACLE_HOME=/path/to/directory\tuxedo12130
set OPATCH_PLATFORM_ID=233

From Admin command prompt applying 12.1.3 RP100 patch on Tuxedo 12.1.3 binaries with RP088 patch installed .
/path/to/directory\tuxedo12130\OPatch\opatch.bat apply 26694193.zip

The prerequisite check failed with the following error:
