Invoices Stuck In 700 State in WebCenter Forms Recognition (Doc ID 2339091.1)

Symptoms

In WebCenter Forms Recognition, batches remain in a 700 state. These batches have two .tif images. One was marked with the exception 602 and the other batch was released. When reviewing the database, both documents are still in WFR. One has a state of 700 and other has a 602 state. It was expected that the 602 state was present, but the 700 State should have moved to 800 and be exported. In Verifier there are roughly 1200+ batches, with only 1000 showing.
