GET_FILE Does Not Return Base64 Encoded Files Using The GenericSoapPort (Doc ID 2339739.1)

Symptoms

The GET_FILE IdcService call does not return Base64 encoded file content, when the GenericSoapPort has been configured with the following standard OWSM policies:

oracle/*token*_service_policy
oracle/no_mtom_policy
oracle/log_policy


When the oracle/log_policy is also enabled, the GET_FILE service executes, but the Base64 encoded content of the file is NOT included in the response (The <Contents> tag is empty).

When this policy is disabled everything works fine.

All other services that we call through the GenericSoapPort are working fine.
