Symptoms
When using tmboot -w command to boot over many processes, it fails with LIBTUX_CAT:270

080544.746.server!tmboot.xxxxx.2185824000.-2: LIBTUX_CAT:270: ERROR: Restart sync error 9
It is depend on max open files(ulimit -n) and the number of target booting processes.
If the number of target processes greater than max open files, the problem occurs.
