Following popup message occurs when adding Content Manager components to a Portal page:

11.1.1.9.x message:

The Documents service is unavailable.
The Documents service is not enabled for this Portal or a parent Portal.

12.2.1.x message:

Documents Tools Disabled.
Enable the Documents tool in Tools and Services or contact the portal manager.
